asked the Minister for Posts and Telegraphs the nature and extent of the duties carried out by the person mentioned in Question No. 5 on 14th May, 1975; and the qualifications held by this person for the particular work.

As regards the first part of the question I would refer the Deputy to the reply given by the Minister for Finance on 3rd May, 1973, to a question about, inter alia, persons seconded to the Civil Service since 15th March, 1973. The person in question is qualified for the work by education and experience.

Could the Minister tell us if the position was advertised and what the qualifications for the position were?

My understanding is that the position was not advertised. The person in question was seconded from RTE to the Department of Posts and Telegraphs as special assistant to the Minister on broadcasting and allied matters.

Could the Minister give any particular reason why this position was not advertised?

I could not.

Would the Minister like to offer an opinion?

I would not.

Would the Minister not agree this is unusual departmental procedure?

I would not.

Is it a common occurrence?

I would not say it is common, but it is not unusual.
