asked the Minister for Social Welfare the reason for the delay of four months in returning a children's allowance book to a person in Galway (name supplied).

The delay in this case arose during a period of intense pressure of work arising from the budget increases in children's allowances. A contributory factor to the delay was the necessity of paying the increases in connection with the 1973 and 1974 budgets by means of stamps, a system which I am glad to say has now been replaced by book issue. The children's allowance book in question which was returned in March last for adjustment in respect of a child who had reached 16 years and was continuing his education was replaced by appropriate books on 27th May, 1975.
