asked the Minister for the Public Service the areas of sex discrimination in pay levels in the public service in each of the sixteen rounds of pay increases.

The public service here is taken as encompassing the civil service, local authorities, (including health boards) teachers, Army and Garda.

So far as the civil service is concerned, certain pay scales at present are differentiated either on a sex basis or on a marriage basis. Sex-differentiated scales provide a certain scale for men in a particular grade and another, lower, scale for women in the same grade. Marriage-differentiated scales apply one scale for married men and another, lower, scale for unmarried men and women. Equal pay is being introduced on a phased basis and equal pay increases have already been applied on the lower rates with effect from 1st June, 1973, 1st January, 1974 and 1st December, 1974. (This phasing in of equal pay is not treated as sex discrimination on the attached tables.)

The attached Table I sets out the dates of the various rounds of national pay increases as they applied in the civil service. Where a lower increase for women was specifically stipulated, details are given. This occurred where the increase took the form of a flat sum rather than a percentage of the existing rate, or where percentage increases were provided for subject to minimum increases of certain amounts. Where percentage increases only were given there was no differentiation between scales as regards the percentage increases applied but the increases for women, (and single men on marriage-differentiated scales) were, of course, applied on lower scales.

Tables 2, 3 and 4 give the position as applied to teachers prior to the introduction of the common basic salary scale with effect from 1st July, 1968 and Table 5 sets out the position since then as applied to the common scale.

In the local authority service the national rounds applied on the same basis as in the civil service, with a few exceptions. The exceptions are outlined in Table 6.

The Garda were an all-male force up to July, 1959. Ban Ghardaí were appointed as from that time and their pay was fixed at a lower rate than men. National round increases have applied in the same manner as in the civil service, see Table 1.

The Army, apart from the Army Nursing Service, all female, is an all-male force.

The increase applicable from 29/5/48 affected only officers whose pay did not exceed £350 a year and was on the basis of:—

Whole-time: 11/- a week to married men and single men on salary scales differentiated on a sex basis. 5/6 a week to single men on scales differentiated on a marriage basis, to women and juveniles.

Part-time: pro rate

There was no sex discrimination in the increase applicable from 1/11/48.

This round provided for a 12% increase but where a full-time male officer was

(a) serving in a grade to which recruitment is normally effected from men of 21 years of age and over, or

(b) aged 21 years or over and serving in a grade with a specific rate of pay for male officers related to an age point of 21 yearsand an increase of 12% would have given less than £1 a week, the increase was to be £1 a week.

Rates of pay were increased by 4% on the first £1,800 a year and 3% on the balance over £1,800 subject to certain minimum increases, without discrimination on a sex basis. However, in the case of certain lower-paid grades, in addition to the general increases, an additional 10/- a week was added to certain points on the revised scales for men (on sex differentiated scales) and married men (on marriage-differentiated scales).
