asked the Minister for Posts and Telegraphs if in the sorting of mail he will ensure that priority will be given to franked mail over ordinary stamped mail, in view of the fact that the process of dating and sorting is already performed by the sender of franked mail.

Since certain postal handling operations are not necessary in the case of franked mail, such mail obtains to that extent a measure of priority over stamped mail. However, the postal service is organised on the basis that, in general, all mail, whether franked or stamped, posted before the advertised latest times of posting, should be sorted in time to connect with out-going despatches. Exceptionally, under the Post Office Acts 1908 to 1969, it is permissible to defer the handling of second class mail, whether franked or stamped, if this is necessary in order to avoid delay to first class mail.
