asked the Minister for the Public Service if he is aware that a candidate (details supplied) was rejected for consideration for the post of social welfare officer because the Civil Service Commission is unable to establish whether the British GCE is equivalent to the leaving certificate; and if he will make a statement about the matter.

This candidate was not rejected for the reason stated.

Because of the large candidature— 1,139 applicants for 48 posts—it would not have been practicable to call them all for the necessary interview. Hence, the Civil Service Commissioners decided that a short list should be made of candidates with higher qualifications than the minimum required for eligibility for the competition. The qualifications of the candidate here concerned were not sufficiently high to include him on the short list and he was not, therefore, called for interview.
