Vote 43: Posts and Telegraphs.

I move:

That a supplementary sum not exceeding £6,946,000 be granted to defray the charge which will come in course of payment during the year ending on the 31st day of December, 1975, for the salaries and expenses of the Office of the Minister for Posts and Telegraphs and of certain other services administered by that Office, and for payment of certain grants-in-aid.

This Supplementary Estimate contains £8 million extra for telephone development this year in accordance with the announcement made by the Minister for Finance in his June budget statement. The extra expenditure is fully offset by a corresponding increase in Appropriations-in-Aid as capital expenditure on the telephone system is recovered from telephone capital funds.

Provision is made for pay increases granted under the first and second phases of the 16th Round and for some other pay increases granted in accordance with the national pay agreements. The cost of these pay increases amounts to £4,996,000. To this has to be added £500,000 for higher social welfare contributions, but various savings reduce the extra amount needed for subhead A to £4,667,000.

Under subhead L.2 an extra £30,000 is provided for an increased grant-in-aid to Radio Telefís Éireann because net receipts from wired broadcast relay licence fees will be higher than shown in the original estimate. The balance of almost £2 million in the Supplementary Estimate is required mainly because of inflation which has affected expenditure under several subheads.

The total original net Estimate for Posts and Telegraphs for 1975 was £84,256,000. This is now being increased to £91,202,000.

(Dublin Central): When the increases took place in postal and telephone charges at the end of November, 1974, the Minister indicated that he might have a deficit this year of £13 million. Is this taken into consideration in this figure here?

(Dublin Central): In the Minister's statement at that time he did estimate that it would be a deficit of £13 million. How does he reconcile the difference? This Supplementary Estimate is for a sum of only £6,946,000.

Apart from this Supplementary Estimate we were in deficit for this year to the extent of approximately £7 million.

(Dublin Central): Yes, but the benefits from the increase in postal and telephone charges will not come into effect until 1st January next.

That is right.

(Dublin Central): The Minister mentioned at that time that it would show a deficit this year of £13 million. As this increase becomes operative only from the 1st January next should not the £13 million show up this year?

I do not understand the Deputy's question.

(Dublin Central): There will be no benefits accruing to the Minister's Department from the new increases until the 1st January next?

Yes, but that has nothing to do with this Supplementary Estimate.

(Dublin Central): Will it not show up in balances at some stage?

I just want to ask one question. I do not see any reference here to any provision to RTE for the provision of the second channel. Have any payments been made otherwise than in the Supplementary Estimate?

There has been expenditure out of capital. It does not appear in a Supplementary Estimate.

There has already been expenditure?

(Dublin Central): Do I take it the deficit is carried forward next year?

(Dublin Central): And it will be added to next year's Estimate.

The increase for next year puts the Post Office in balance for next year.

(Dublin Central): The Minister did not mention that. He said the increase next year will cover the £24 million.

That is right.

(Dublin Central): But he did not make provision for the £13 million deficit.

The provision for next year has nothing to do with the provision for this year. I should explain that the exchequer covers the deficit, as it has done for many years past, for this year. We trust there will be no deficit next year. That is the position.

The time for dealing with these Estimates is running out.
