I am aware that a substantial number of herdowners in the Sligo-Leitrim area are still awaiting payment of headage grants. The position is similar throughout the handicapped areas. The task of checking applications from over 60,000 herdowners is an onerous one which must be carefully carried out with limited staff and it is not expected that the operation can be completed before the middle of March.
