asked the Minister for Lands if he will consider introducing legislation to allow farmers to lease land on a long-term basis.

(Cavan): Existing legislation allows landowners to make long-term leases of their lands with the consent of the Land Commission and I can assure the Deputy that such consent will be readily given provided the leasing proposals do not cut across land structure reform operations.
I am fully in favour of long-term leasing of land and I have given practical and compelling encouragement to it by providing in the farmers' retirement scheme a special premium of twice the lease rent subject to a maximum of £3,000 to those outgoers who lease their land for 12 years or more to potential developing farmers.
