Written Answers. - County Dublin Landowners' Compensation.

asked the Minister for Transport and Power if he is aware that the farmers in the St. Margaret's area of County Dublin feel that they are being unfairly treated and are not getting adequate compensation from his Department for their land resulting from the proposed extension of the runways at Dublin airport; and the action he intends to take in the matter.

There are no grounds for complaint about the compensation payable to landowners in the St. Margaret's area.

Compensation is settled by negotiation between the owners, or their valuers, and the Valuation Office acting on my behalf. Where agreement is not reached, compensation is fixed by the official arbitrator at arbitration proceedings.

Under the relevant legislation compensation is assessed by the arbitrator under three broad heads: (i) the open market value of the land being acquired, (ii) injurious affection of any lands retained and (iii) disturbance. These provisions are designed to ensure fair treatment of the parties concerned.
