asked the Minister for Foreign Affairs if the Government have ratified the UN covenant on human rights; and, if not, why.

asked the Minister for Foreign Affairs if the Government will ratify the International Convention on the Elimination of all forms of Racial Discrimination.

With the permission of the Ceann Comhairle, I propose to take Question Nos. 31 and 32 together.

The International Convention on the Elimination of all forms of Racial Discrimination was signed on behalf of the Government on 21st March, 1968. The International Covenant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights were signed on behalf of the Government on 1st October, 1973.

The examination of the convention and covenants has led to the conclusion that legislation will be required to ensure strict implementation of all three in the State. Preparation of the legislation by the Departments concerned has been delayed by pressure of other commitments. I am anxious that the convention and the covenants should be ratified as soon as possible and I will continue to urge that the necessary legislation be prepared with the minimum delay.
