asked the Minister for Agriculture and Fisheries if he has noted that a fall in the average yields of milk per cow took place in the period 1972-1974; and the corrective action he proposes to take in this matter.

If yields per cow are to be improved, I can only repeat the advice which I have previously given to dairy farmers which is to concentrate on better feeding and earlier calving in their herds. They can thus get maximum benefit from the measures already in operation which include progeny testing of A1 bulls for yield and quality of milk; milk recording; and the importation of high class breeding stock and semen. No figures are yet available for 1975 but an increase in average yield of milk per cow can be expected.

Does the Minister not agree that any fall in the yield of a cow is a very serious matter and is the onus not on him and on the Department to take the necessary measures to stop this trend?

It is the greatest nonsense to say that the onus is on the Department to get a farmer to feed his cows better, to keep his herd better, to have them calve on time and to use the A1 system.

Is the Minister telling us the fall is because of bad feeding?

Would he not accept that in many cases——

Can I impress on the Deputy that despite the services available at A1 stations, every week I have to sanction the issue of summonses for those who carry on with scrub bulls.

Will the Minister say that——

I have been calling the next question. Deputy Leonard will have to learn to obey the Chair.
