(Dublin Central) asked the Minister for Local Government if he will consider making provision for the issuing of a driving licence, without the necessity of undergoing a test, to anyone from outside the State who takes up residence here, when he or she already holds a full driving licence from the country of origin.

I indicated in reply to a similar question on 13th February, 1975, that as there is no general international agreement or convention providing for reciprocal recognition of driving licences between participating countries, such recognition is a matter for bilateral arrangements between this country and any other country with whom the matter may arise. I am prepared to consider granting recognition in the case of a country which is willing to reciprocate. I might add that the matter is at present the subject of an EEC proposal for a directive.
