asked the Minister for Social Welfare the progress that has been made in relation to EEC directives on pilot schemes to combat poverty; and if he will make a statement on the matter.

Proposals for four pilot schemes submitted by the National Committee on Pilot Schemes to Combat Poverty under the Social Action Programme of the EEC have been approved as was also a request for financial assistance towards the cost of implementing three of these schemes. The schemes comprise projects relating to community action research, welfare rights, supplementary welfare allowances and the evaluation of the effectiveness of social service councils as a means of meeting the needs of the poor.

Fieldwork has already begun on one scheme and I understand that the committee are at present making operational arrangements, which include the recruitment of staff, in relation to the others. Fieldwork on these is expected to commence very shortly.

Could the Parliamentary Secretary say what schemes are in progress or when it is hoped they will commence?

There are four schemes being conducted by the committee. The one in which fieldwork has begun is the one in relation to supplementary welfare allowances.

Is this work being done by the health boards in conjunction with the councils or what function have health boards in the operation of the schemes?

As I understand it, they are being conducted by the committee but the co-operation of the health boards has been solicited.
