asked the Minister for Agriculture and Fisheries if FEOGA grants are payable to group schemes of farmers who are classified development under the farm modernisation scheme in respect of drainage works and in addition to grants already allocated; and if he will make a statement on the matter.

Aid is available under the farm modernisation scheme to farm groups for drainage works consisting of the improvement of common outfall watercourses. The level of grant-aid is 50 per cent of the approved cost.

Farm groups are not collectively classified under the scheme but group members may of course apply and be classified as individuals. If a group member is classified as development a claim may be served on FEOGA for a contribution equivalent to 7½ per cent of his share of grant. The FEOGA contribution is payable to the Exchequer.

No separate or additional FEOGA grants are available for investments made under the aegis of the farm modernisation scheme.

In other words, it is not possible for farmers to avail in any shape or form directly of FEOGA grants?

That is true. It is not possible either for harbour authorities to avail directly of FEOGA grants. It is not possible for all sorts of agencies to apply for FEOGA grants. They must go through the Government. That is the EEC regulation and there is nothing we can do about it.
