asked the Minister for Justice if he is aware of a group of persons (details supplied) in residence at Burtonport, County Donegal; if they are aliens or Irish citizens; and if the Garda have carried out any investigations to determine whether they are involved in any illicit activities.

I think it would be altogether improper for me to say whether any person or group was the subject of investigation by the Garda.

Since there is a good deal of public anxiety regarding the group in question, would it not be advisable to make known whether they have been subjected to any scrutiny or supervision or whatever they are free to operate in the manner in which it is alleged they are operating in regard to psychiatric treatment?

I understand that there is a further question from the Deputy regarding that specific matter but it would not be proper for me to say whether any group was the subject of investigation by the Garda. The Deputy may take it that generally the gardaí are aware of what goes on in the community and that any unlawful activity would attract their attention. I wish to make it clear that in this case there has not been any suggestion of unlawful activity.

While recognising the right of a person to live as he wishes, in so far as he may influence others in relation to a cult or professed therapy which in this case is known as primal therapy invoving the Reichian method, is the Minister satisfied that these people should be allowed to continue without any surveillance?

Any citizen is quite free to put forward his point of view in regard to any matter, provided it is within the law.

Would the Minister say if this is within the law?

I am not aware that anything is being practised that is outside the law. If there is, I have no doubt appropriate action will be taken.

Question No. 11.

In what way would the Minister propose to take any action if he is not in a position to say whether there has been an investigation?

I am not prepared to say whether there has been an investigation into any group of citizens because, as I said, it would be quite inappropriate for me to say so. It would be quite improper for me to say so.

Have there been any complaints about the operations of this group?

I have had no complaints. I was not aware of their existence until the Deputy put down the question.
