asked the Minister for Local Government why rent increases have been so large in Kinsale, County Cork under the differential rents scheme compared to other parts of the country.

The implementation by Kinsale Urban District Council of the new national differential rent scheme has resulted in rent increases above the normal in a number of cases. This has been due to the failure of the tenants concerned to return the appropriate income certificates to enable rents to be reassessed at regular intervals. The result is that rents have now been calculated on current incomes which have increased considerably since the tenants last submitted the appropriate income certificates.
