asked the Minister for Justice if, prior to the publication of the constitutional amendment Bill relating to adoption, he will issue a White Paper showing the heads of the draft Bill to facilitate full prior public discussion, and if it is intended in any draft legislation to give the Adoption Board the formal status of a court of law.
