asked the Minister for Fisheries whether any research has taken place regarding the diminishing number of applications for grants under the private afforestation scheme.

The Forest and Wildlife Service of my Department review the Department's schemes to encourage private planting regularly. The schemes include a free advisory service as well as grants for planting.

The level and structure of grants are at present being examined in detail following discussions with private planters. This re-examination will cover all aspects of private forestry.

Will the Minister state if the review indicated that part of the reason for the lack of interest by private growers was the ridiculously low level of grants available?

The Deputy is correct in saying that financial rewards do not seem to be the only factor, although he says they are a part of what is involved. Grants were substantially increased for the 1972-73 planting season from £20 to £35 with new additional grants for scrub clearance and broadleaf planting. However, a 5 per cent increase in planting in that season was followed by a sharp decline subsequently. Factors such as the increased price of land come into the picture. We will be watching this matter carefully.

Will the Minister not agree that perhaps, the time has come when his Department should be advising farmers on the traditional folly of their approach to forestry? Should not the Department adopt a proper approach with a very good sell to the farmers?

We have a good public relations situation with farmers.
