The Department circular letter to schools setting out the terms of the scheme of grants for audio-visual aids stipulated that the scope of the scheme would be subject to the limit of funds available.
By 24th June, 1977, approved expenditure equalled the amount available in the relevant sub-head of Vote 29. Accordingly, it was not possible to approve grants in respect of claims which had not been approved by that date.
