asked the Minister for Foreign Affairs if, at the Committee of Ministers of the Council of Europe, he will support a proposal that Spain be invited to join the Council.

Spain was invited unanimously on 18th October, 1977, by the Committee of Ministers to join the Council of Europe.

Is the Minister aware whether it is the intention of the Spanish Government to sign the Convention on Human Rights?

That is a separate matter, but it is a very welcome matter.

Is he aware if it is a condition of Spain joining the Council that they sign the Convention on Human Rights?

I do not think that arises on this question.

I think it is very important and proper.

Has any separate arrangement been made with the applicant country in regard to fisheries?

That is a separate matter and it is one on which I will be keeping a very close eye for obvious reasons.

When will the Minister give us an answer?

In the course of agreeing to inviting Spain to join the EEC would the Minister say whether there was any question of providing extra money for the Common Agricultural Policy because of the type of country Spain is?

It is common agricultural policy which will be very much in our mind and in the minds of other people in any negotiations vis-à-vis the proposed acceding countries.
