asked the Minister for Labour when elections will take place within designated State companies for workers' representatives on the boards of those companies.

In consultation with the interests involved, I am pressing ahead with the implementation of the Worker Participation (State Enterprises) Act, 1977. Present indications are that the first elections will take place early next year.

I wish to thank the Minister for his reply. Could he be a little more specific as to the subsequent elections? Does he have a programme as to when he wants them completed and how soon is "early next year"?

Agreement has been reached with the Irish Congress of Trade Unions, the management concerned and the sponsoring Government Departments on the election procedures. Drafting of the relevant regulations is well advanced and they are being examined by the Attorney General. That examination is also well advanced but since the time limit for fixing the elections by the Minister for Labour on 15th September has expired, naturally it will be next year before they can take place.

asked the Minister for Labour the proposals the Government have for introducing worker democracy in Irish industry.

As part of their stated policy, the Government favour the promotion of meaningful worker participation in management decisions affecting their working lives. Towards that end, and in consultation with the interests involved, I am proceeding with the implementation of the Worker Participation (State Enterprises) Act, 1977. It is also my intention to encourage the greater involvement of workers in decision-making below board level. I am examining a number of possible initiatives in that direction and I shall make a statement as soon as I am in a position to do so.
