asked the Minister for Social Welfare why unemployment benefit has not been paid to a person (details supplied) in County Offaly who applied eight weeks ago.

Unemployment benefit was not paid in this case because inquiries have had to be made to establish the reasons for termination of the employment of the person concerned. These inquiries are necessary because there is a statutory disqualification for the receipt of unemployment benefit for a period of up to six weeks on persons who lose their employment under certain circumstances. Unemployment benefit has recently, however, been awarded in respect of the period beginning six weeks after the date of termination of employment and the question of entitlement to benefit during the six weeks in question is being pursued. Arrangements have been made to have payment made this week.

asked the Minister for Social Welfare why arrears of unemployment assistance have not been paid to a person (name supplied) in County Offaly.

Arrangements were made to have the arrears of pay-related benefit and redundancy weekly payments due to the person concerned paid to him last week. It was not possible to compute the arrears due before this as there was a delay in furnishing my Department with the necessary documentary evidence of the person's previous earnings which were required to enable the exact amount of his entitlements to be calculated.

asked the Minister for Social Welfare if working unmarried mothers have to pay the full social welfare insurance stamp.

Women receiving social assistance allowances as unmarried mothers from my Department are not liable for any deduction from their earnings in respect of flat-rate or pay-related social insurance contributions.

asked the Minister for Social Welfare why unemployment assistance has not been paid to a person (name supplied) in County Offaly, who applied four months ago to Edenderry Exchange.

The person concerned is not entitled to unemployment assistance as it has been held by a deciding officer that his weekly means exceed the statutory limit for entitlement applicable to him. He has appealed against this decision and the appeals officer has directed that further inquiries be made into his circumstances. When these inquiries have been completed the papers will be resubmitted to the appeals officer for his decision.
