asked the Minister for Justice if a person who is not a member of the Incorporated Law Society is permitted to engage in practice as a solicitor.

The answer is yes.

The qualifications required to enable a person to engage in practice as a solicitor are set out in section 54 of the Solicitors Act, 1954. Membership of the Incorporated Law Society is not a requirement.
