asked the Minister for Education if he will agree that a person (details supplied) can use part of a research grant to which he is entitled to cover the cost of travel to take up a fellowship abroad.

The person in question has been awarded a Nicolas Copernicus Fellowship offered by the Government of Poland, under the sponsorship of UNESCO, for post-graduate studies in Poland. The scheme was advertised by my Department on the basis of the travel expenses being met by a successful applicant. The person in question qualified also for a maintenance allowance for post-graduate training in research in pure science and engineering at an Irish university or institution of higher education. The conditions of the maintenance allowance scheme preclude use of the allowance for study abroad.
