asked the Minister for Industry, Commerce and Energy if he proposes to introduce measures or take any steps to strengthen the rights of tenants in private accommodation with regard to obtaining and retaining electricity supply in the event of difficulties arising between the ESB and the landlord/lady, or other tenants.

The arrangements for supply of electricity and collection of charges are settled by the ESB in accordance with normal commercial practice.

It would be inappropriate for me to interfere with the commercial freedom of the board as to the details of such arrangements. I have confirmed, however, that the board will be prepared to explain their working practices to any consumer or prospective consumer who gets in touch with them.

I might add that questions relating to landlord and tenant relations are essentially a matter for another Minister.
