asked the Minister for Industry, Commerce and Energy if he is aware of the concern existing regarding the number of motor cars which are being driven without insurance cover; that the high incidence is alleged to be caused by the inability of young drivers especially to obtain adequate insurance coverage; and if he will make a statement on the matter.

I am aware of and share the general concern at the fact that some motor vehicles are being driven without insurance cover. The Ministers for the Environment and Justice who have a greater responsibility in this area than I have are equally concerned. There is, however, nothing to suggest that this situation is attributable to inability to obtain insurance cover as I am unaware of any case in the last six months of a young driver being unable to obtain insurance on the market due to his age.
