asked the Minister for Posts and Telegraphs if he has initiated any discussions to date with the trade unions in his Department concerning a review of staff relations; and, if not, when he proposes to do so.

Staff relations in my Department are largely dealt with in accordance with the provisions of the Civil Service Conciliation and Arbitration Scheme. There are two standing sub-committees of the Departmental Conciliation Council, consisting of management and staff representatives, whose function is to examine and recommend changes in staff-management communications procedures and in the disciplinary code respectively. I have arranged for a comprehensive review of staff rules and regulations to be undertaken departmentally and the staff organisations have been invited through the Conciliation Council to give their views on changes they would wish to have considered.
