No personnel were employed in the Office of the Minister for Economic Planning and Development on 5 July 1977. On 12 December 1977, 84 heads of staff had been transferred on loan to the Office of the Minister for Economic Planning and Development pending the establishment under statute of the proposed Department of Economic Planning and Development from the Departments of Finance and the Public Service. In addition a post of Personal Secretary to the Minister for Economic Planning and Development had been created bringing the total number to 85. No provision was made in the budget in January 1977 in respect of the proposed Department of Economic Planning and Development.
On 12 December 1977, 36 people were employed in the agencies and bodies for which I, as Minister for Economic Planning and Development, am now responsible, the same number as on 5 May 1977.

(a) The establishment for which provision in respect of my Department is made in the Estimates for the Public Services for 1978 is 2,866 posts. The provision includes an allowance of £125,000 for the creation of new posts. Urgent steps will be taken to fill these posts as early as possible in 1978; (b) the establishment for which provision in respect of the National Committee on Pilot Schemes to Combat Poverty, the only agency for which my Department is responsible, is made in the Estimates for the Public Services for 1978 is 42 posts. There is no allowance in the Estimates for additional posts.

The Estimates for my Department for 1978 include financial provisions for an establishment of 1,165 staff. There is provision of £68,000 for the creation of additional posts during the course of the year as the need arises. I am not in a position to say when these posts will be filled.
My Department's Vote also includes financial provision for Bord Fáilte Éireann and for the aviation and tourism activities of the Shannon Free Airport Development Company. These provisions are in the form of grants-in-aid and responsibility for such matters as staff recruitment is under statute the responsibility of the respective Boards. I have been informed by Bord Fáilte that they have provided for an establishment of 369 in 1978, including 18 anticipated new posts. The board are not in a position to say when these new posts will be filled.
As regards the tourism and aviation activities of SFADCo I am informed that their establishment comprises 50 staff and that there are no proposals to create new posts in 1978.

Provision has been made in the Estimates for the Public Services for 1978 for an establishment of 3,301 for my Department, excluding the Garda Síochána. In addition, provision totalling £540,000 has been made for extra staff for which sanction is anticipated in 1978.
Provision has been made for an establishment of 9,502 for the Garda Síochána.
Urgent steps are being taken to ensure that all additional posts are filled as early as possible in 1978.

Provision is made in the Estimates for the Public Service for 1978 for an establishment of 684 in the Department of Foreign Affairs and an establishment of eight in the Agency for Personal Services Overseas, the only State agency or body concerned for which the Department of Foreign Affairs are responsible. The Estimate for the Vote for Foreign Affairs includes a provision of £97,000 for the creation of additional posts. Arrangements will be made for the filling of such posts as early as possible in 1978.

: (a) Department—The provision in the 1978 Estimates for Public Services is for an establishment of 971 posts including staff providing services to An Bord Pleanála. The Estimate includes a special allocation of £170,000 for the creation of additional posts in the Department. Urgent steps are being taken to fill these posts as early as possible in 1978; (b) relevant bodies for which my Department is responsible and for which provision is made in the Estimates: National Road Safety Association : establishment— 17 posts; An Foras Forbartha Teo : establishment—208 posts. The Estimates for these organisations do not provide for additional posts.

: Provision is made in the Estimates for 1978 for an establishment of 1,172 posts in the Department of Education. The additional posts for which provision is made will be filled during the course of 1978.
The provision in the case of the National Gallery of Ireland is 47, the Higher Education Authority 25 and the National Council of Educational Awards 24. The Estimates do not make specific provision for additional posts in the case of these institutions, over the number sanctioned for 1977.
