asked the Minister for the Public Service (a) the total amount of public service pay in 1975, 1976 and 1977; (b) the estimated total cost for 1978 of public service pay exclusive of any increase under a new national wage agreement and (c) the estimated cost of public service pay inclusive of a 10 per cent pay increase in 1978.

(a) The total amount of public service pay for the years referred to in the question is set out hereunder:

(b) The estimated total cost for 1978 of public service pay exclusive of any increase under a new National Wage Agreement is £676.3 million.
(c) A 10 per cent increase for a full year in 1978 would bring the total estimated cost of public service pay to £743.9 million.
The term "public service pay" refers to the pay of the civil service, including industrial staff; Army, Garda, teachers, including the proportion of vocational teachers' pay borne by the Exchequer, together with the Exchequer contribution to the pay of nurses, doctors and other health board employees.
Apart from public service pay the total Exchequer pay and pensions bill also includes (1) "other pay" that is, the pay of grant-aided non-commercial State-sponsored bodies, universities and colleges and voluntary hospitals and homes for the mentally handicapped and (2) the cost of public service pensions.
