The criteria, which are of general application to all officers of the Department, may be summarised as follows: 1. The specific relevance of the university course to the officers' duties or its general relevance to his employment as a civil servant. 2. The possibility, by reference to staffing and work requirements, of releasing the officer. 3. The record of service of the applicant who should, normally, have served for at least a year in the civil service.
