asked the Minister for the Public Service if, in respect of his Department, he will state the appointments he has approved since 4 July 1977; the nature of each post; the salary; the names of the persons so appointed; and, if he has made appointments without salary or remuneration, he will give details concerning the person or persons appointed and the position.

It is assumed that the Deputy's question does not relate to appointments made through normal recruitment procedures or to promotions made in the normal course. No appointments outside these categories were made in my Department since 4 July 1977.

I presume the Deputy is not seeking information in respect of appointments made through the normal recruitment machinery or on promotions made in the normal course.

Mr. Brendan O'Donnell, an Assistant Principal in the Department of Agriculture, has been transferred on loan to the Department of Health to act in a general co-ordinating capacity in my private offices in the Department of Health and Social Welfare. Mr. O'Donnell took up this position on 24 August 1977. There has been no change in this remuneration which is at the maximum of the Assistant Principal scale.

The information is as follows: Nature of Post-Personal Assistant to the Minister of State at the Department of Posts and Telegraphs; Amount of Salary—Maximum of Clerical Officer scale (£74.62 per week at present); Name of person—Mrs. C. Madden.

On this basis I have not approved any appointments with or without remuneration in my Department since 4 July 1977.

I presume that the Deputy is not seeking information in respect of either appointments made through the normal recruitment machinery or of promotions made in the normal course.

The information sought is as follows: (1) Miss Linda Bent was appointed Personal Typist to the Minister on 7 July 1977. Her present total salary is £54.03 per week; (2) Mr. William S. McGarry, Registrar of Friendly Societies, was re-appointed on 1 October 1977 for a further period of six months. The appointment, which is a part-time one, carries an annual fee of £2,000.

I have made no appointments without salary or remuneration since 4 July 1977.

It is assumed that the Deputy's question relates to appointments made in my Department other than through the normal recruitment machinery and that it does not comprehend the Defence Forces or civilians employed with these Forces. On that basis the information sought by the Deputy is as follows:—

On the assumption that the question is not intended to relate to appointments made through the Civil Service Commission or by way of promotion in the normal course or to appointments to grades such as messenger, the following is the information sought:— (i) George King, B.A., LL.B. acting as Legal Assistant in the Office of the Commissioners of Charitable Donations and Bequests. He is paid on a fee basis equivalent to a rate of £4,000 per year. (Mr. King is in receipt of a pension in respect of his former post as Registrar, Wards of Court, from which he recently retired); (ii) Esmond Smyth, B.L., Researcher, who is paid on a fee basis equivalent to a rate of £9,000 per year.

No appointments without salary or remuneration have been made in the Department.
