asked the Minister for Foreign Affairs if, in respect of the years 1973-74, 1974, 1975, 1976 and 1977, he will state the assistance from the bilateral official aid programme that has been (a) allocated to and (b) spent through semi-State bodies; in the case of each project, if he will state, (i) the nature of the project, (ii) the semi-State body involved, (iii) the total cost (iv) the share of the cost borne by the bilateral programme, by the semi-State body and by other named sources, (v) whether the Irish semi-State body or bodies concerned were involved on a break-even, semi-commercial or commercial basis, and (vi) how many semi-State employees were involved in each project in each of the years mentioned.

Bilateral aid is intended to assist developing countries and is not allocated to semi-State bodies as such. These organisations, as well as others in different sectors of the economy, are engaged to excute projects on a commercial basis within the Bilateral Aid Programme. Thus the level of profit, if any, and the number of employees engaged on any project is a matter for the board of the semi-State body involved and such information is not available to me.
Answers to questions (b) (i), (ii) and (iii) are given in the table below. The full cost is given and in all cases this is borne by the Bilateral Aid Programme. Some projects are, however, integrated into larger national or international programmes, not funded by Ireland, the costs of which are not available to me. Local costs in the developing country are neither calculated nor included in the costs of the projects.
No semi-State bodies were involved in projects in the year 1973-74.
