asked the Minister for the Environment if the special incentives for the provision of public facilities falling within the meaning of Article 6 (1) of the Council Regulation No. 729/70, applies to roads not blacktopped, which are maintained in rural areas by local authorities; if so, the steps he has taken to acquire financial assistance from this fund; and, if not, if he will press for the inclusion under the regulation of such roads in rural areas.

: The regulation referred to is a basic regulation governing the financing of the European Community's common agricultural policy. Article 6 (1) of the regulation provides that common measures decided on by the Council of Ministers shall be financed under the terms of Article 1 (3) of the regulation. No such common measure has so far been adopted by the Council relating to road works in this country.

I understand that the EEC Commission intend to submit a proposal to the Council for a regulation on a common measure to improve the structural position of agriculture in the west of Ireland. In formulating this proposal, the Commission will consult the relevant national authorities in this country. The possible inclusion of public roads within the scope of the proposal is under consideration.

: According to returns received by my Department from the local road authorities the total mileage of public roads in each county and county borough which was not blacktopped as at 31 December 1977, was as follows:
