asked the Minister for Industry, Commerce and Energy if he will outline Government policy in relation to energy conservation.

: Government policy on energy conservation is to secure maximum economy and efficiency in the use of energy without hindering social and economic growth. To that end various publicity campaigns have been undertaken designed to show the benefits of conservation and the short pay-back periods required to cover costs of investment in better insulation and other conservation measures. These campaigns have had only limited success however. The time has come therefore to consider whether more effective measures should be introduced and I am having this issue investigated. Energy conservation is one of the topics which will be covered in the forthcoming discussion paper on energy.

: Do I take it that in the context of the preparatory work for the Green Paper that issues relating to thermal insulation are being fully and adequately considered?

: Of houses?

: Yes, and offices.

: I am in correspondence with the Minister for the Environment about that matter.
