asked the Minister for Industry, Commerce and Energy if he has received a memorandum on casual trading and its effect on the livelihood of retail merchants from the Irish Hardware Association; if he intends to introduce legislation on the matter; and, if so, when and by whom its provisions will be administered.

: I have received copies of the memorandum to which the Deputy refers. Regarding the other parts of his question, I would refer him to the reply given by me to similar questions on 23 May.

: When does the Minister intend to introduce legislation to curb this iniquitous form of trading?

: The legislation is well advanced.

: When will the legislation be introduced?

: I would not like to commit myself to a specific date.

: Am I right in saying that the Minister did give an undertaking to people outside this House?

: I said that the legislation would be introduced as soon as possible.
