asked the Minister for Social Welfare why an application for free electricity allowance for a person in Dublin (details supplied) who has paid 31 years' contributions to unemployment and national health insurance, has been disallowed; and if he has any proposals to change any regulations which presently disbar people in this person's position.

The application for a free electricity allowance from the person concerned had to be disallowed because although he is over 66 years of age he is not in receipt of one of the prescribed pensions which would give him title to the allowance. The question of amending this or other social welfare schemes is one which is considered in the context of the annual budget.
