Order of Business.

It is proposed to take business in the following order: No. 4 and Private Members' Business, No. 16, from 7 o'clock to 8.30 p.m.

On the Adjournment, I would like to raise the matter of the Greek oil tanker Christos Bitas and the threat to the Irish coast caused by the spillage.

(Cavan-Monaghan): Might I say——

The Order of Business should be allowed before Deputies make requests about matters on the Adjournment.

(Cavan-Monaghan): When the opportunity arises I want to make a request with regard to the Adjournment.

The Order of Business is No. 4 and Private Members' Business, No. 16, from 7 o'clock to 8.30 p.m.

(Cavan-Monaghan): I wish to raise on the Adjournment the adequacy of the machinery available and the effectiveness of the steps which can be taken to protect the coast against the consequences of a major oil spillage such as that at present being caused by the Christos Bitas and the method of recovering the cost of such protection.

I will communicate with the Deputy.

I want to raise on the Adjournment a matter arising on the Order of Business. The matter is that of Parliamentary Questions being transferred away from the member of the Government to whom they were addressed to a different member of the Government.

I will communicate with the Deputy.

I also want to know whether it is the Government's intention to make time for a debate on the Green Paper on Energy which appeared during the recess, in view of the recent reports in regard to the Government's intention to proceed in the near future with the Carnsore Point plan.

There is the ordinary method of examining and inquiring about these matters through the Whips. If the Deputy will communicate with the Whips we will see what can be done.

With your permission I wish to raise on the Adjournment the subject matter of Question No. 438 on last Thursday's Order Paper.

May I observe that the Taoiseach is now trying to give the impression that making a request like this on the Order of business is unprecedented? It is nothing like unprecedented. It is extremely common practice. I am still awaiting an answer.

I said the Deputy could inquire through the Whips, the ordinary channel.

Is this not the ordinary channel?

The Deputy has his rights and so have I.

With your permission, I propose to raise on the Adjournment the decision of the Minister for Education announced in Iris Oifigiúil on 13 October to certify Loughan House school under section 45 of the Children's Act 1908.

I will communicate with the Deputy.

With your permission, I wish to raise on the Adjournment the very urgent matter of the school transport strike operating throughout the country but particularly in County Donegal.

I will communicate with the Deputy.

With your permission, I propose to raise on the Adjournment the subject matter of the questions relating to Wood Quay.
