The boys in Loughan House will receive full-time education. The programme is designed to meet general, compensatory and remedial needs as well as practical subjects. County Cavan Vocational Education Committee are assigning eight full-time teachers. The curriculum will include Remedial Teaching, general subjects, Religion, Woodwork, Drawing, Arts and Crafts, Home Economics, Music, Rural Science and Physical Education. All the teaching posts have been filled with the exception of the post of music teacher. Advice and counselling will be available to the boys from staff at all levels. The staff includes welfare officers and a psychologist as well as Chaplaincy.

Recreational facilities include a gymnasium and an equipped cinema/theatre and television. There is a generous range of indoor games. The grounds provide football pitches, a volleyball court, a pitch and putt course and there are facilities for swimming, boating and fishing on Lough Macnean which adjoins the grounds. The water sport facilities will be afforded only to boys whose behaviour has stabilised.

It is planned to have an easy progression from the class-room programme to hobby work and indoor and outdoor recreation. The literacy class, for instance, leading on to theatre activity; physical education extending into the playing fields and woodwork and arts and crafts influencing hobbies and leisure time.

The total cost of making Loughan House custodially secure amounted to £198,800. This included £7,000 for approximately 930 metres of coiled security wire which is not manufactured in this country and was imported from West Germany. This wire has been used in the enclosure of grounds of approximately ten acres.
