asked the Minister for the Environment if he will (a) list the local authorities who are entitled to make bye-laws concerning private rented accommodation under the Housing Act, 1966; (b) the local authorities who have made such bye-laws since October 1974; and (c) the date on which each local authority did so.

The 115 housing authorities, comprising county councils, county borough corporations, borough corporations, urban district councils and town commissioners, are empowered under section 70 of the Housing Act, 1966 to make bye-laws relating to private rented housing accommodation. The bye-laws in all cases are subject to confirmation by me. Following is the information requested at (b) and (c) of the question, in so far as it is available in my Department:

asked the Minister for the Environment the number of landlords of private rented accommodation who have registered with each local authority up to November 1978.

asked the Minister for the Environment (a) the total number of prosecutions initiated by each local authority for non-registration by landlords in private rented accommodation to date; (b) the total number of successful prosecutions made by each local authority for non-registration; and (c) the maximum fine levied on conviction in each local authority area.

asked the Minister for the Environment (a) the total number of prosecutions, other than for non-registration or for non-compliance with the bye-laws implemented, by each local authority to date; (b) the total number of successful prosecutions in each local authority area to date; and (c) the maximum fine levied on conviction in each local authority area.

asked the Minister for the Environment the total number of complaints dealt with for non-registration by each local authority, and the total number of complaints, other than non-registration complaints, by each local authority under the bye-laws.

asked the Minister for the Environment the maximum fines levied against landlords of private rented accommodation for non-registration by Dublin Corporation in each of the last four years.

asked the Minister for the Environment (a) the number of houses rated as partly let in flats, and (b) the number of houses entirely in flats, in each local authority area at 31 December 1977.

asked the Minister for the Environment the number of houses, either partly or entirely rated as flats, which would have been liable for registration as private rented accommodation under the bye-laws provided for by the Housing Act, 1966, in each local authority area at 31 December 1977.

459.

asked the Minister for the Environment if local authorities who are compiling a register of private rented accommodation such as that in existence in Dublin Corporation seek from the Commission of Valuations, comparable lists which would indicate the number of houses in multiple dwellings in which each dwelling has been separately valued.

460.

asked the Minister for the Environment the number of complaints made by tenants of private rented accommodation to each local authority about unsanitary conditions which were investigated each year since the passing of the Housing Act, 1966.

461.

asked the Minister for the Environment (a) the number of prosecutions initiated by each local authority regarding unsanitary living conditions in private rented accommodation each year since 1966; (b) the number of successful prosecutions in each local authority area each year since 1966; and (c) the maximum penalties levied in these cases in each local authority area in each year since 1966.

I propose to take Questions Nos. 449, 450, 451, 453, 454, 457, 458, 459, 460 and 461 together.
