It is proposed to take Nos. 5, 3 and 4: Nos. 3 and 4 will be taken together.

(Cavan-Monaghan): The Chair was good enough to grant me permission to raise on the Adjournment yesterday the proposed increase in house mortgage interest rates and what steps the Government propose to take in regard to them. Unfortunately, due to two divisions, time did not permit the matter to be raised. I should like to give notice that, with your permission, I will raise it today.

I will be in touch with the Deputy during the day.

I should like to give notice again of my wish to raise the status of the Dún Laoghaire Department of Art in the Technical Institute there and the representations between the Minister and the Higher Education Authority in the matter.

Might I ask the Taoiseach whether, following the exchanges here yesterday morning on the subject, he has anything to add at this stage on the question of the publication of a White Paper and debate prior to the European Summit?
