asked the Minister for the Environment the progress made since his reply of 30 May 1978, relating to the inclusion of non-blacktopped roads in rural areas falling within the meaning of Article 6 (1) of EEC council regulation 729/70, governing the provision of public facilities and special incentives within the context of that regulation.

As indicated at paragraph 3.32 of the White Paper—Programme for National Development 1978-1981—a memorandum, prepared by the Department of Agriculture, on structural problems in agriculture in the west of Ireland together with proposals for alleviating them has been forwarded to the EEC Commission for use in the preparation of detailed proposals for consideration by the Council of Ministers. This memorandum covered a wide range of areas including roads in rural areas. I understand that the Commission has not yet submitted proposals to the Council.
