asked the Minister for Education if he will sanction a university grant to a person (details supplied) in Dublin and, if he will review the inclusion of extraordinary amounts of overtime in the initial assessment of this application.

My Department understands from the local authority concerned that the student in question was an applicant for a higher education grant under its scheme for 1978 and did not qualify for a grant on grounds of means. Consequently, the question of the sanction of my Department for the award of a grant in this case does not arise.

The income reckoned for the purposes of the means test in the grants scheme is the gross income from all sources of the candidate and the parents. It is not open to me to authorise a local authority to depart from that provision on behalf of an individual student.
