(Cavan-Monaghan) asked the Minister for the Environment if he is aware that persons whose property is damaged here by motor vehicles registered in Northern Ireland which return to Northern Ireland after causing the damage and which vehicles are not covered by insurance, find it difficult or impossible to recover compensation; if he will take steps to remedy this position; and if he will make a statement on the matter.

I am not so aware. Under an international agreement among insurers, claims arising in the circumstances mentioned in the question are dealt with by the Irish Visiting Motorists Bureau.
