asked the Minister for Justice the number of appeals against convictions in District Courts, based on technicalities under the breathanalyser law pending in the High Court.

The question of what is or is not a technicality would not be for me to determine. I understand, however, that there is one case before the High Court relating to the law which makes it an offence for a person to drive or attempt to drive with more than a prescribed amount of alcohol in his blood or urine. The case is one in which a conditional order of certiorari has been granted against a decision of a district justice.
