asked the Minister for the Environment the sanction given to pay increases for the county council road workers, road gangers and road foremen since 21 October 1978.

Since 24 October 1978, I have advised local authorities of general sanction to—

(i) payment of the second phase increase of 2 per cent under the 1978 National Wage Agreement, and

(ii) payment of an increase of £1.50 per week, with effect from 1 October 1978 for each employee covered by Labour Court Recommendation No. 4706 provided a local agreement to implement agreed productivity measures has been formalised and signed by all parties thereto before the increase is paid.

In addition, I sanctioned proposals from Donegal and Monaghan County Councils concerning the payment of the increase of £3.50 per week recommended in Labour Court Recommendation 4706. Similar proposals for an increase of £3.50 per week from all the other local authorities concerned were sanctioned prior to 21 October 1978.

asked the Minister for the Environment the revised weekly wages of county road workers at the conclusion of the second phase of the 1978 pay Agreement including the relativity adjustment of £3.50.

323.

asked the Minister for the Environment the maximum and minimum wages payable to (a) road gangers and (b) road foremen employed by county councils on the implementation of the second phase of the 1978 pay Agreement.

I propose to take Questions Nos. 322 and 323 together.

The weekly rates of pay of county council road workers, gangers and foremen, inclusive of the second phase increase under the 1978 National Wage Agreement and of the relativity increase of £3.50 per week, as supplied by the local authorities, are:

The pay of road gangers and foremen is a flat weekly rate and, except for the one incremental scale indicated above, i.e. Dublin County Council, does not have a maximum or a minimum.

Note (a): Negotiations on payment of the productivity-based increase of £1.50 per week with effect from 1 October, 1978, have not yet been concluded. In all other cases the £1.50 per week productivity payment from 1 October, 1978 is included.

asked the Minister for the Environment the incremental pay scale applicable to rural road overseers on the implementation of the second phase of the 1978 Pay Agreement.

The incremental pay scale for rural road overseers, inclusive of the second phase of the 1978 National Wage Agreement, is as follows:

asked the Minister for the Environment the incremental scale payable to (a) maintenance craftsmen and (b) craftsmen's mates on the implementation of the second phase of the 1978 Pay Agreement.
