As regards the bilateral transfers, the position is as stated in my reply of yesterday to Question No. 7 tabled by Deputy John Horgan.
As regards the Community transfers, these will not be received until after the adoption of the regulation giving legal effect to the capitalised interest subsidies on loans to Ireland from Community sources. This draft regulation is before the Council of Finance Ministers at present. In the meantime, Ireland has almost completed the submission of projects for the loans in respect of which the 1979 capitalised subsidies will be given.
