asked the Minister for Justice if a register of charities exists in this country; if he will outline the functions of the Commissioners of Charitable Donations and Bequests; and the proposals, if any, to extend their powers.

There is no register of charities in this country and there are no proposals at present to extend the powers of the commissioners. The jurisdiction and powers of the commissioners are set out in a large number of sections in the Charities Acts, 1961 and 1973.

Does the Minister see any grounds for having a register of charities in order to ensure that bogus groups do not collect money under false pretences?

The purpose of a register of charities is to provide control over any body purporting to be a charity. There is merit in what the Deputy says and we will look at the matter.

Is the Minister aware that in the UK there are over 100,000 charities?

A register of charities exists in Britain. It was set up under the Charities Act, 1960. If the exigencies of the times demand it, we will look at the possibility of setting up a register of charities. We would appreciate any information the Deputy has regarding bogus charities.

I have seen occasional items in the newspapers about bogus collectors. Is the Minister aware of the extent of the problem?

I do not think it is a very serious problem. I know there are a number of doubtful organisations but I do not think the Minister for Justice and the Department are aware of this being a serious problem.

Will the Minister examine the matter?
