Vol. 316 No. 3

Ceisteanna—Questions. Oral Answers. - Phoenix Park (Dublin) Works.

9.

asked the Minister for Finance the changes proposed to be retained by the Office of Public Works arising from works completed in preparation for the recent Papal visit in the Phoenix Park.

I have been advised by the Commissioners of Public Works that they propose to restore the Phoenix Park, as far as possible, to the condition which existed prior to the recent visit of Pope John Paul II.

There were, however, some works carried out which they regard as improvements to the park and its amenities and it is their intention that these should be retained.

These works include culverting of some ditches and the improvement of certain pathways through the park.

It has been agreed to retain the car park at the rear of the altar site for the benefit of park users.

Proposals have been put forward regarding the retention of the cross and vesting chamber beneath, and these are under consideration at present, but as yet no decision has been taken.

Would the Minister know the area of the car park?

The actual area?

(Cavan-Monaghan): Certain improvements are being made at the present Castleknock gate. May I take it that it is not now proposed to close that gate permanently or to close it in the evenings as was previously indicated to the House?

The Deputy may take it that is so.

In view of the fact that the Houses of the Oireachtas are supposed to be consulted under statute in relation to changes affecting the Phoenix Park, would the Minister agree that we should be consulted and that Dublin County Council, which has major road interests adjoining that area, should also be consulted by the Office of Public Works in relation to the closure or opening of particular gates? I wish to stress strongly that there is a need for consultation in this matter.

I would accept that, but it is a separate question.

It appears that the Office of Public Works can do what they like in relation to the Phoenix Park without consulting anybody.

I am quite sure there will be the necessary consultation with the bodies mentioned.

I would hope so.

May I ask whether prior to the Papal visit there was a plan of any kind for a car park on this site and, if not, why it was suddenly thought desirable to have it at that particular place?

Yes, in 1974 a special committee was examining this question as a result of public demand for car parking space in the centre of the park and at the Knockmaroon gate. The car park provided for the Papal visit is in the central park area. There was such a suggestion as far back as 1974.

At that precise location?

In the central Phoenix Park area, not precisely that particular area but in that vicinity.

10.

asked the Minister for Finance if he will arrange to have part of the newly tarmacadamed car park in the Phoenix Park converted to hard tennis courts.

I will have the Deputy's suggestion considered, but I doubt if this would be a suitable location for tennis courts.
