asked the Minister for Industry, Commerce and Energy if he will introduce the necessary regulations prohibiting the sale of inflatable airbeds and plastic toys for use on the sea in view of the hazards to human life.

The objects mentioned in the question cannot be regarded in themselves as presenting hazards to human life, and I have not received any representations that powers be taken to prohibit or regulate their sale.

To the extent that the use of these objects on the sea or in bathing places can cause them to be a hazard to human life, I think any precautionary measures to be taken lie primarily with the individuals using them or supervising their use by others. So far as public measures, particularly of an educational or warning nature, may be considered necessary, these would appear to be a matter for the local authorities and for the Irish Water Safety Association.
