Section 2 deals with a large number of items which are not included in the term "occasional trading". The Minister should ensure that the Bill is wide enough to encompass all the items and persons specified in section 2. I am not sure, for instance, that the Bill encompasses sporting clubs.

I should like the Minister of State to consider that item because there are sales which benefit clubs. As the Minister is aware, the main income of sporting clubs is derived from sales of furniture, clothing and so on. The Minister should consider extending the scope of the Bill.
All of us have received representations in regard to roadside trading. I hope that this Bill is brought before the House before too long.
We had considered the point in case the amendment was allowed. Our advice is that sporting clubs are included because they do not derive private profit from these sales which are run for the purpose of improving the facilities of the clubs. However, we will have another look at the matter before the Bill goes to the Seanad. If we feel that it needs to be specified in the Bill, then that will be done.
